Position Overview/Duties Works under the general supervision of the Area Engineer, who assigns general area of work to be performed, target dates, overall objectives, and discusses any major problems which may be anticipated. Incumbent has considerable latitude for exercising independent, professional judgment in selecting and establishing proper methods for accomplishing assigned work objectives. Incumbent initiates action on all matters pertaining to a broad area of assignment based on highly developed engineering knowledge and practice, and applies a variety of statutory, regulatory and procedural controls. Supervisor is available on the more difficult and controversial problems encountered, but normally only those issues which are known to have an out-of-the-ordinary impact are given technical review. In-progress and finalized work is in most instances accepted as compliant with statutes, regulations, policy, and established objectives with only occasional supervisory reviews for validation. Responsible for performing and directing the full range of field activities associated with construction operations for the Resident Office.
Serves as a Deputy Resident Engineer, the incumbent has responsibility for advising the Resident Engineer and Area Engineer on all controversial contractual matters and coordinating, controlling, monitoring and supervising construction contracts. The incumbent will supervise a workforce of subordinate project engineers and construction control representatives mentoring staff and facilitating construction contract administration including negotiations and preparation of contract change orders and modifications, reporting, contractor payment estimates, updating and revising construction schedules, transfer of construction documents, contract close-out, maintenance of office records, and providing personnel with necessary guidance and information pertaining to contract administration problems.
Serves as Resident Engineer in his absence, performing essentially the same duties as the Resident Engineer to provide continuity of operations within established policies and procedures. Plans, coordinates, and supervises the contract construction of the facilities and maintains familiarity with all work in progress. Represents the Resident Engineer in his absence at meetings. Provides recommendations and decisions on complex and sensitive construction management issues.
The incumbent serves as the Deputy Resident Engineer supervising subordinate Contracting Officer Representatives (COR). Leads and coordinates a workforce of engineers and construction representatives exercising wide-scope monitoring, inspection, and control of civil, mechanical, electrical and environmental components of Military construction and Operation & Maintenance projects in direct support of the Construction Program at the resident Office. Applies full engineering knowledge of soil mechanics, hydraulics, theory of structures, strength of materials, engineering geology and surveying together with practical knowledge of construction methods and techniques in accomplishing assignments. Assigned projects vary in type and size but can be characterized as: being high tech, fast track, having the need for new and specialized equipment; having considerable and varying site locations that include unforeseen site conditions with limited accessibility; endangered species habitat; having potential hazardous, toxic, and radiological waste (HTRW) site considerations; and dealings and coordination with a variety of interested parties. Construction is performed under rigid completion schedules and requires strict adherence to safety standards. Projects will entail small expenditures up to multi-million-dollar expenditures.
- In a supervisory capacity, plans work to be accomplished by team members composed of engineers and construction representatives in administration of construction contracts. Assigns work to and evaluates performance of subordinates. Provides feedback to Area Engineer on performance issues. Articulate and communicate to the team the assignment, project, assigned duties, problem to be solved, actionable milestones, and deadlines and time frames for completion. Coach the team in the selection and application of appropriate problem-solving methods, provide advice on work methods, practices, and procedures, and assist the team and/or individuals in identifying parameters for a viable solution. Ensure timely performance of a satisfactory amount and quality of work. Carry out position management responsibilities for organizing and controlling work assignments in a way that promotes maximum productivity and effectiveness, while keeping costs at a minimum. Ensure the organizational strategic plan, mission, vision, and values are communicated to the team and integrated into the team strategies, goals, objectives, work plans, and products and services. Sets priorities and prepares work schedules. Prepare budgetary estimates and justifications to obtain and program fiscal resources. Advise supervisor of the teamwork relationship to broader programs. Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks and projects, and provide or arrange specific administrative or technical support necessary to accomplish individual and team tasks. Gives advice, counsel, and instructions to individual employees on both work and administrative matters as necessary. Interviews candidates for vacant positions, making recommendations for appointment, promotion, or reassignment involving such positions. Hears and resolves complaints from employees. Refers group grievances and more serious complaints not resolved to higher level supervisors. Effects minor disciplinary measures such as warnings and reprimands. Recommends disciplinary action in more serious cases. Conceive and develop action plans to ensure principles of EEO, POSH, and Consideration of Others are promoted and adhered too. Coach, facilitate, and/or negotiate in coordinating team initiatives and in consensus building activities among team members. Advise supervisor(s) relative to the annual performance appraisals of team members in comparison to established standards.
- Establishes and maintains detailed quality control requirements, schedules and control methods for assigned projects. Ensures strict conformance with the Corps of Engineers and Host Nation inspection system to ensure that contractor quality control (CQC) is being accomplished. Coordinates and assures that contractor submitted material certifications, brochures, samples, and shop drawings are in compliance with the contract plans and specifications. Provides clarification to team members by independent investigation of contract specified industry and standard and standard references to verify that the information or design submitted by the contractor is acceptable. Monitors team members for timely processing of contractor submittals.
- Serves as the authorized representative of the Contracting Officer (COR). Pursuant to the authority of AFARS, subpart 42.90, and Certificate of Appointment as Authorized Representative of the Contracting Officer, has full authority to take any and all actions for the following functions on contracts administered by the Project Office. Signs all correspondence to the Contractor using the title Authorized Representative of the Contracting Officer. Serves as primary POC with GOJ for construction matters. Responsible for correspondence between the US Government (USG) and GOJ for resolution of construction issues with responsibilities similar to COR relating to Host Nation responsibilities and procedures. Serves as Alternate Administrative Contracting Officer when qualifications are met and incumbent is delegated contracting authority for modifications up to a value of $500,000 per modification.
- Maintains active liaison with and participates in discussion with team members, contractors, GOJ representatives, military installation representatives and the Using Agency on matters of safety, site release, installation regulations, utility outage coordination, work in progress, and user needs with respect to work under construction and final release of complete facilities. Conducts joint site and construction inspections by representatives of various activities including the using service, Corps of Engineers, Department of the Army, and Department of Defense, GOJ, etc. Maintains as-built drawings or assures that contractor’s keep them up-to-date. Coordinates and conducts pre-final and final inspections for completed construction with Using Agency and records deficiencies and directs contractor corrective actions. Obtains final acceptance from the Using Agency after all deficiencies and adjustments have been accomplished and/or beneficial occupancy has been granted. Maintains positive relationships with contractors and Using Agency representatives to resolve controversial problems or conflicting interests. Coordinates, attends, and resolves discussions on controversial proposals presented by contractors; preconstruction conferences; site visits; and meetings/discussions involving internal District and/or Divisional subject matter. Functions as the coordinator of all visits by VIPs and higher headquarters representatives.
- Assumes full responsibility for administration of the safety programs (i.e. District, Host Nation, OSHA, and within the Resident Office). Continuously evaluates and initiates proactive actions to assure continuous enforcement by staff members on all contracts under the jurisdiction of the Resident Office.

- Requires 25% Temporary Duty (TDY).
- Required to possess and maintain active Professional Engineer (P.E.) license or Registered Architect (RA) license at time of appointment.
