Safety JOB DESCRIPTION

Vessel Planning
- Assume responsibility for the entire Cargo Control Process
- Process various vessel related EDIs and follow up on their timely submission as applicable.
- Ensure that the load-lists are finalized in time prior to the vessel ETA.
- Clarify issues with the shipping lines to mitigate disputes.
- Interact closely with the shipping lines regarding additional changes after set cut-off time has passed.
- Ensure a timely delivery of Terminal Report per vessel call and prepare prebilling file.
- Ensure close collaboration with the relevant counter parts at Liner Operations Cluster (LOC) and the Global Stowage Planners.
- Investigate and document service failures and report them to the appropriate parties.
- Respond to inquiries related to Terminal Departure Reports for vessels no longer at berth.
- Provide vessel and shipping agents with information about vessel load and discharge processes.
- Maintain ownership of the vessels under your control and assist if planning disturbances occur during vessel call.
- Ensure efficient and highly productive planning as per established standard with due consideration to the vessel stability and safety under load and discharge.
- Prepare and communicate vessel load plans and vessel work plans.
- Keep the quay-operation and vessel administration systems updated.
- Control the execution of the vessel operation plan.
- Check with berthing coordinator for reasonable berthing position for fast turn-around of tractors during vessel operations.
- Manage and control the Preparation and execution of vessel discharge and load sequence to support, achieve & sustain productivity targets per quay crane operation.
- Manage, control the execution of the vessel operation plan, and ensure that the vessel file is closed within one hour of the completion of vessel operations.
- Control filing and housekeeping of planning related papers in accordance with standard operating procedures; Moreover, maintain that all vessels receive the paperwork in a timely manner.
- Provide all loading documents and quay crane working sequence to vessel prior or latest upon arrival.
- Ensure all vessels receive final departure paperwork in a timely manner.
- Understand vessel stability and safety under discharge, load criteria and whether intended discharge, and load plan meets those criteria.
- Maintain a continuous improvement mindset by actively seeking ways to reduce wastes in operations through a better planning.
- Work hand in hand with other sections of the operations to achieve the department wide goals.
Yard Planning
- Ensure container decking is planned to follow strictly the set yard strategy.
- Maintain all yard planning related parameters /settings in the Terminal Operating System (TOS) to ensure smooth execution of operations.
- Provide alternative plan in case of deviation /exception during execution to ensure with the aim of adhering to the yard strategy and established standards.
- Work closely with the yard strategist and other planning staff to ensure plans are coordinated and provide best possible performance to the operations.
- Manage continuous process of yard integrity and ensure yard inventory between the TOS and the RMG block management system remains on par.
- Ensure daily that proper plan is set for the yard operation to run in the manner that achieves maximum productivity and efficiency, with 100% system integrity as it relates to equipment location .
- Reduce unproductive moves to the bear minimum required.
- Monitor and fine-tune the terminal operating system to ensure that yard planning is satisfactory and meets the strategy requirements.
- Report on a weekly basis the status of production, yard density, equipment utilization and strategy/allocation changes .
- Nominate empty equipment for shipment as directed by the concerned shipping line.
Dispatching
- Identify and escalate any below standard performance where necessary
- Ensure working methods are used to maximize efficiency
- Respond proactively to change circumstances and respond with solution ideas as appropriate
- Do more with less (more productivity with less cost).
- Save DPWS resources.
- Be Aware Financially of operational impact on costs, focused on providing a plan that enables efficient operations while retaining a keen visibility of resource demands and costs
- Anticipate problems; find solutions; in advance, recognize the key issues in problems and create contingency plans and alternative solutions exhibits sound judgment.
- Process the BAPLIE and MOVE-IN messages
- Create entire plan for vessel discharge and load in efficient way and best equipment’s optimization.
- Manage, Control, follow up Terminal operations strategy as defined by the Management team
- Meet vessel on arrival, to finalize and provide all loading documents, and quay crane working sequence.
- Assign suitable and sufficient handling equipment for vessel operations according to line Performance
- Maintain vessel file and make vessel performance report.
- Communicate desired gang split (during daily operations meeting) to Berthing Clerk and create cargo plan based on the number of gangs that are made available.
- Maintain communication link with vessel concerning pre-plan and actual plan (should secure approval of plan by vessel mate prior to commencement of cargo operations)
- Communicate with agent/line

- Ensure physical stowage on the board is reflected accurately in ZODIAC\ TOS
- Create cargo operations plan to optimize efficiencies (double cycle and twin pick, if applicable)
- Make the proper plan to move export containers from the yard to vessel with minimum shifts to avoid unnecessary moves
- Ensure special stow information is completed and that it is communicated to vessel.
- Strictly follow storm procedures.
- Maintain the planning office in presentable manner.
- Demonstrate cost consciousness.
- Strive to improve cost position for DPW.
- control self and the training of a relief role holder, this will include establishing and training standard operating procedures for all elements of the role.
- Provide customer responses to questions and queries relating to track utilization and availability.
- Ensure correct allocation of all the resources as in RMGs, RSTs, ITVs, etc, for rail and buffer operation and dispatch the work instructions to them in a timely manner.
- Plan and monitor the execution of loading and discharging sequence for operation.
- Establish a terminal operations plan to successfully deliver in improved safety, quality, service, and efficiency on a day-to-day basis.
- Maintain Service Level Agreements and use of contractual KPI’s to monitor & improve performance.
Qualification And Certificates
- Bachelor’s degree/preferably not must, master’s degree in port and/or terminal management, or related business studies.
Experience And Knowledge
- 1:3 years of experience in container terminal operations environment, with coordination of planning team
- Solid understanding of the container shipping industry end-to-end and an ability to relate with the shipping company and other associated industry managers.
- In-depth knowledge of planning manpower & equipment
- Extensive understanding of operational processes and TOS (Navis N4 / ZODIAC preferred).
- In-depth knowledge of berth planning, yard planning, rail planning process, and related documentation.
- Understanding of vessel stowage planning, vessel, rail, and yard operations.
- knowledge of accounting, billing, and associated documentation.
- Extensive understanding of modern terminal operations and terminal management systems
- Extensive knowledge of DP World Terminals Operating System
